About Anne Williams, Development Director

Anne Williams joined Peninsula Community Health Services in September 2026 as its Development Director, a newly created role focused on strengthening relationships, expanding partnerships, and building a development strategy to support PCHS’s mission and future growth.
She brings more than 30 years of experience in healthcare, organizational strategy, relationship development, community health, and public service.

Throughout her career, Anne has worked across many facets of the healthcare system, including employers and purchasers, health plans, healthcare clinics, and government. Her earlier career included leadership roles with United Healthcare, Kaiser Permanente, and national consultant
organizations, where she worked with leaders to improve healthcare quality, affordability, access, and overall healthcare experience. She also built and led new programs and initiatives and spent several years working in the emerging digital health space with entrepreneurs, early- stage companies, and new models of care. These experiences shaped her ability to build programs from the ground up, identify opportunities, and bring people and organizations together around shared goals.

Anne helped lead the effort to establish the Orcas Island Health Care District and later served as Superintendent of the Orcas and Lopez Island public hospital districts, working with providers and community partners to strengthen access to care. After moving to Kitsap County in 2022,
she served as a Policy Analyst for the Kitsap County Board of Commissioners and Legislative Office Manager for the Bremerton City Council, further expanding her experience in public policy.
